Updated Cross Compiling Hint for Linux From Scratch to Version 2.1.5

I have updated the crosscompiling hint with the following:
- removed processor table
- updated bin86 to 0.16.3
- sync’d bzip2 with the book
- fixed typo in man 1.5j
- updated psmisc to 21
- updated simpleinit to 1.1
